The ＂Outline of China＇s National Plan for Medium and Long-Term Education Reform and Development（2010-2020）＂ claims to comprehensively improve the quality of higher education and establish Modern University System.The establishment of Modern University System requires deep reflections on several propositions,including university operating mechanism,postgraduate education system,teacher management system and student management system.
