Push Forward the Overall “Yangtze River Harness" Project to 21st Century Through Improving Management and Strengthening Confidence

长江上中游水土保持重点防治工程建设涉及９ 省（ 市） １８３ 个县， １０ 年来共投入资金１２ 亿元，投工１３ 亿工日， 完成土石方１４ 亿ｍ３ ， 累计治理水土流失面积５８ 万ｋｍ２ ， 有效改善了生态环境和农业生产条件。治理区林草覆盖率提高了１９ ％ ， 人均基本农田达００６７ ｈｍ２ ， 人均产粮达４５０ ｋｇ ， 有８００多万人口摆脱了贫困。由于科学规划、严格管理， 树立了国家重点工程的良好形象。

Soil and Water conservation focal harness project in the upper and middle Yangtze River covers 183 counties in 9 provinces with total investment of 1.2 billion Yuan in the past 10 years,input of 1.3 billion labor day and 1.4 billion cubic meters of earth and stonework, which leads to accumulative area of 58 000 km 2 of soil and water loss under control and effective improvement of local ecological environment and agricultural production conditions. Forest coverage in the harnessing area is increased by 19%, basic farmland for each farmer reaches 0.067 hm 2, grain production per capital is 450 kg, and 8 million people get free from poverty. A good model of national key project has been set through scientific planning and strict management.
