保定市统筹城乡劳动就业与社会保障体系研究

Integrating urban and rural development of the labor employment and social security for the city of Baoding

围绕"以人为本"的新理念,结合统筹城乡发展、人口流动等问题,就保定市促进就业,全面完善社会保障体系的指导方针、发展目标、基本原则和主要任务,提出要采取措施,处理好以下几个问题:统筹城乡就业和社会保障体系与工业化、城镇化进程相协调,建立、健全保定市覆盖城乡的公共服务体系,动态把握就业和社会保障的良性互动关系,建立劳动力市场统计和失业监测预警系统,建立、完善补充社会保障基金渠道和社会保障基金的运作方式。

The paper is based on the new theoretical concept——＂people-oriented development＂ and discussed social problems like integrating urban and rural development,circulation of population and so on.Then the paper proposes ways to encourage employment,and sets up guiding principles and development goals of improving social security system and relevant tasks,policy assistance and solutions.
