危机管理中政府话语权探析

二十一世纪以来,伴随着我国社会转型和经济快速增长,诸如自然灾害、事故灾难、公共卫生事件以及社会安全事件等各类重大危机事件频繁发生,在应对各种危机事件的过程中,政府话语权的把握程度在某种意义上不仅直接影响着危机事件的性质、发展方向及解决途径,同时话语权的掌握还可以减少或避免政府舆论引导过程中的缺陷和偏颇,化解危机事件,维护我国的社会稳定和国家安全。

In the 21 st century,along with China＇s social transformation and rapid economic growth,natural disasters,accidents,public health and social security incidents and other kinds of major crisis happen frequently. In response to various crises,the level of Government＇s right to speak in a sense directly affects the nature, direction and solution of crises and the mastery of＂the right to speak＂can reduce or avoid the flaws and bias in the process of guiding public opinion,to defuse crises and preserve our social stability and national security.
