摘要
二十世纪七八十年代以来由英国等西方国家掀起的名为"新公共管理"的改革浪潮,提出"顾客导向"的政府绩效评估理念。该理念要求政府站在顾客立场思考,评估过程推动公众的广泛参与,并以顾客满意为政府绩效的终极标准。该理念与社区民警绩效评估主体机制的价值取向与实践操作相吻合。应按照"顾客导向"理念的要求,进一步完善社区民警评估主体机制。
The establishment of the concept of the government performance assessment which was Customer-oriented dated from the 70's to the 80's in the 20 century when the movement of the New Public Management developed in the western countries.The concept of the "Customer-oriented" government performance assessment requests the government to think from a customer's standpoint and it proposes the wide-ranging participation of the public in the process of assessment and takes the satisfaction of customers as the basic goal.The concept also matches up to the main body mechanism of value orientation and practice of community police performance evaluation.So we should act according to the demands of the concept to further consummate the evaluation mechanism of community police performance.
