摘要
在国家产业政策支持下,我国船舶产业快速增长。2009年造船完工量首超4 000万吨,同比增长超40%,承接新船订单量首次位居世界第一。然而,我国的船舶产业也存在着技术水平不高、创新能力不足、配套业发展滞后、低端产品产能过剩、融资困难等问题,针对这些问题,建议我国船舶产业发展战略向集约经营、调整产业政策、体制机制创新、转变产业发展方式调整,以提高我国船舶产业竞争力。
In the support of national industrial policy,shipbuilding industry expands rapidly in China.The accomplished shipbuilding output exceeded 40 million tons for the first time in 2009,increasing by 40% over last year.At the same time,the new ship orders ranked first in global shipbuilding.However,there are also many problems about China′s shipbuilding industry,such as low levels of technology,lack of innovation ability,underdevelopment of shipbuilding equipment,overcapacity of low-end products,difficulties in financing and so on.This paper analyzes these issues in full and also advances some suggestions on adjusting the future development strategy of shipbuilding industry in China: intensive management,adjustment on industrial policy,innovation in mechanism,and transformation of industrial development pattern.
