开阳县实施“党员创业带富”工程的思考

如何让占人口总数绝大多数的农民富起来,一直是摆在各级党委、政府面前的一道难题。2010年5月贵州省委组织部旨在健全党内激励、关怀、帮扶机制,鼓励党员带头创业,带领群众共同致富的"党员创业致富计划"在全省正式启动。开阳县作为贵阳市党员创业带富工程试点县,按照"试点先行,逐步扩大,全面推进"思路,以素质培养为重点,以产业开发为方向,以典型带动为载体,大力发展现代农业,繁荣农村经济,增加农民收入,不仅有效地促进了农村党员致富,更有效地促进了农村经济的快速健康发展。

KaiYang, as the pilot county, instituted the plan in accordance with the ＂pilot first, gradual expansion, and full implementation＂ theory. With emphasis on ethics, rural party members were encouraged to take initiative by example, industrialize, develop modem agricultural methods, enrich rural villages and farmers. The goal is to encourage local population to follow suit and prosper together.
