摘要
本文综述了用于支持电子政府项目选择和评估、以及目前应用于公共部门IT项目外包或内包决策过程的种种方法和模型,并对这些模型与方法进行了批判性分析与修正,使之能适用于公共部门。在斯洛文尼亚行政实践的基础上,描述了适用于公共部门电子政府项目评估的决策支持模型的结构及其应用;特别是为克服外包存在的种种弊端,探讨了多尺度决策模型在公共部门中应用的潜能,并重点介绍了层级分析法在多尺度决策模型的标准选择与判断中的应用。
This paper reviewed and analysed critically methodologies and models which were used as support in evaluation and selection of e-government projects as well as in decision making process for outsourcing or insourcing of IT-related projects in the public sector.Basing the public administrative experience of Slovenia,we developed decision-support models for evaluation and implementation of e-government projects,and described its structure and utilization from the public sector's point of view.Particularly,we focused on the potential use of MCDM to overcome those negative implications caused by outsourcing,and the application of AHP in selection of criteria in the process of using the MCDM.
