老城区公共设施配建的思考与对策——以南京浦口老镇地区控制性详细规划为例

Thoughts and Countermeasures of Public Facilities Setting in Old City Areas:Taking the Regulatory Detailed Planning of Pukou Old town Area in Nanjing as An Example

城市公共设施配建的根本目的是满足市民的各种公共需求,实现高效便捷的城市生活和建设良好人居环境。目前我国城市旧区普遍面临公共设施更新升级的问题,然而,由于历史原因,老城区公共设施的更新升级困难重重。该文以南京浦口老镇地区控制性详细规划为例,探讨了如何从构建社区体系、多方式挖掘用地资源和梳理已开发项目等方面来实现优化和完善老城区公共设施配建的策略方法。

The fundamental purpose of the setting of urban public facilities is to meet public demands of citizens,and realize high efficiency,convenient city life,and the constructing good living environment.The old districts in China＇s cities are now generally facing requirements of upgrading public facilities.However,because of historical reasons,public facilities upgrading is in deep waters.Taking the regulatory detailed planning of Pukou old town area in Nanjing as an example,this paper discusses strategy methods to optimize and perfect public facilities in the old city area from constructing community system,exploiting land resources,and comb developed projects.
