论免费师范生政策理解执行中的逻辑混乱

摘要 在理解和执行师范生免费教育这一本来利国利民的好政策的过程中,出现了诸如把免费的措施当作培养大批优秀教师和教育家的充分条件、将高考分数高等同于优秀、将“一般”理解执行为“一律”、把动态永恒理解执行为静止长久等逻辑混乱的状况,很大程度上影响了免费师范生政策良性作用的发挥。必须既在理论上对政策进行更深入更清晰的认识和阐述,在舆论上加强宣传和导向,又在政策执行层面进行更有效的配套管理,多管齐下,才能使免费师范生政策执行中的种种逻辑混乱得到有效的矫治,使免费师范生政策发挥出应有的更多的良性作用。 In the process of understanding and implementing the policy of normal fee education which originally benefits the nation, appeared lots of logical confusing situations, such as making the flee measures to be training large quantities of outstanding teachers, equal excellence to the higher score of university entrance exam, "general" be interpreted as "all", the dynamic eternal be understand and implement for still long, to a great extent influence on the benign display of fee normal policy. We must make a further more clear understanding in theory of policy, and strengthen the propaganda and direction in opinion on publicity, also in policy executive level more effectively kit management and multi-pronged approach. Only that we can get all kinds of illogical in flee normal policy implementation more effective, and make flee normal policy given play to due more benign role.
