摘要
质量保证金动态管理制度是新修订的《旅行社条例》中的一项创新性的制度,是旅游市场信用制度的一种重要形式,是适应旅游市场的发展和扩张的一个管理制度。但经过分析,发现该制度在质量保证金的如何界定方面,在行政机关的身份等方面还存在一定的问题。另外,要顺利地贯彻好质量保证金动态管理制度,还要有其他的配套制度及措施的辅助。
Dynamic management system of the quality guarantee is an innovative system in the newly revised "Regulation on Travel Agencies".It is one of the important forms on the credit system of the tourism market,and is a management system to adapt the development and expansion of the tourism market.However,after analysis,the author found that there are still some problems in terms of defining the quality guarantee's legal nature and limiting the alternative identity of the executive authorities and so on.In addition,to successfully implement the dynamic management system of quality guarantee,other ancillary supporting systems and measures will be necessary.
