区域合作模式下农村居民点整理——以江苏省江阴市与睢宁县合作为例

Rural Residential Areas Readjustment Based on Regional Cooperation——A Case Study of the Cooperation of Jiangyin City and Suining County in Jiangsu Province

农村居民点整理是优化农村用地布局和实现耕地占补平衡的有效途径,也是建设社会主义新农村的必然选择。本文以江苏省江阴市与睢宁县为例,简要分析其区域不平衡的现状、实施区域合作模式的农村居民点整理的可行性以及睢宁县农村居民点整理的潜力,并测算了区域合作模式下农村居民点整理的成本与收益,结果表明,该模式下的农村居民点整理可以缓解农村居民点整理中政府投入的负担。

The rural residential areas readjustment has become one of the effective means of readjusting rural land use structure and of keeping the dynamic balance of cultivated land. At the same time, it is also an inevitable choice for developing the new rural construction. Taking the cooperation of Jiangyin city and Suining county in Jiangsu Province as an example, this paper briefly analyzes the status of the regional imbalances, the feasibility of implementing rural residential areas readjustment through regional cooperation model and the readjustment potential of Suining County. Then costs and benefits of rural residential areas readjustment by regional cooperation mode are estimated. The results show that the readjustment mode can ease the burden on government investment.
