政府参与下组织化劳务输出对农民外出就业的影响——基于林口县、衡水市、聊城市和宁阳县的案例研究

Influence of Government Participation in Organized Labor Transfer on Farmer' Employment in City-Based on Linkou County,Heshui City,Liaocheng City and Ningyang

本文以黑龙江林口县、河北衡水市、山东聊城市、山东宁阳县四个地区的调查数据为依据,借鉴"迁移成本内生"理论与"预期收入"理论,对政府参与下的组织化劳务输出对农民外出就业的影响进行案例研究,分析政府参与的经济合理性、发挥的作用及参与改制等问题。研究表明:只有在特定的制度环境和社会环境下,政府的参与才有经济合理性,才能促进农民外出就业。通过研究还得出:政府的参与是短期性的"阶段"行为,不是无期限的一直参与,发挥的是启动阶段"助推器"作用,而不是长期的"稳压器"作用。

To base on data of the four typical counties on emigrating areas named Linkou of Heilongjiang province,Hengshui of Hebei province,Liaocheng and Ningyang of Shandong province,the paper inspects the theory of 'A Model of Migration with Endogenous Costs' by William J.Carrington,Engica Detragiache & Tara Vishwanath(1996) and the theory of 'Migration between Cities and Countryside'by Michael P.Todaro(1969) for the researching of the case on the influence of government participation in organized labor transfer on farmer' employment in city from the economic rationality of the government participation and function and system.The researching indicates that only are there special system and social environments,there is economic rationality for the government participation.The researching indicates also that the government participation is the 'short time' action without the forever feature and plays a role of the 'promoter' at the beginning and is not the role of the 'regulator'.
