摘要
结合烟草行业实际，对“卷烟上水平”战略的背景、内涵、目标以及实施的重点和难点等问题进行了分析，并提出了实施建议。
Discussions were made on strategy of ＂Upgrading Cigarette Production＂ based on analysis of current practices . Its background, content, objective, key points and difficulties of the strategy were analysed. Proposals of implementing the strategy were made.
