摘要
目的探讨建立口岸供船食品安全保障体系的方法,提升卫生检疫监管水平和工作质量、保证供船食品质量安全。方法通过对供船食品的主要特点、现状、存在问题进行分析与总结,结合工作实际,探讨完善口岸供船食品监管模式的方法。结果供船食品质量安全问题突出,建立口岸供船食品安全保障体系,是保证口岸食品卫生安全的迫切要求,必须加快推进口岸供船食品安全保障体系建设。结论通过完善控制平台,规范企业运营;明确控制区域严格源头管理;更新控制策略,引入HACCP体系;健全联动机制,推进科技创新等方法,建立口岸供船食品安全保障体系,为保障供船食品安全提供先进的监管理念与手段。
Objective To improve health and quarantine supervision and work quality as well as to guarantee food supply quality and safety by exploring method of establishing food supply security system for international vessels. Methods In combination of work reality,food characters,current situations and exiting problems are analyzed and summarized to explore methods of improving food supply supervision mode. Results In consideration of the vessel food supply security,its necessary to speed up the establishment of food supply security system to guarantee port food security.Conclusion The food supply security system for international vessels should be established by introducing advanced supervision concepts such as improving control platform,regulating corporation performance,clarifying control areas,strengthening headstream management,updating control strategy,introducing HACCP system,perfecting joint mechanism to promote scientific innovation.
