摘要
由于全球变暖导致的各种极端天气现象频繁发生,应对气候变化、减少碳排放是目前世界各国共同面临的挑战。碳信用交易的产生为发展低碳经济、促进经济可持续发展提供了一条重要途径。在国际碳信用交易市场上,我国是主要供给者,但参与交易尚处于CDM项目阶段,不能参与碳信用的二级市场交易并且没有自己的交易体系,这不利于在国际碳市场上争夺定价权。本文系统研究了CDM机制下我国企业参与碳信用交易的理论及实践问题。首先对Putty-Clay Vintage模型进行了深入分析,阐述此碳信用交易生产理论的主要内容、评价其贡献和不足,重点在于提出了企业参与碳信用交易的分析框架,有助于他们在一定的碳减排成本约束下实现最优化生产。其次,我国是全球第二大温室气体排放国,能源结构不合理、能源利用效率低,要从根本上降低CO2排放量实现节能减排,必须为企业搭建平台实现国内碳信用交易。因而,针对我国发展碳信用交易的机遇和挑战,我们探讨了该生产理论对我国的几点启示。
It has been a common challenge facing countries all over the world to deal with the climate change and to reduce carbon emissions since various extreme weather events frequently occur.Carbon credit trading serves as an efficient way for countries to develop low-carbon economy and then promote sustainable economic growth.China is the main supplier in the world's carbon market.However,China is still involved in the stage of CDM projects and is not allowed to participate in the secondary carbon market trading.Besides,China has not yet set up its own carbon trading system.This is not conducive for China to compete in the international carbon market pricing.This paper conducts a systematic research on both the theory and practice of China's carbon credit trading under the CDM.First, by studying the main idea,the contributions and deficiencies,we make a deep analysis on the Putty-Clay Vintage model.Here,we focus on proposing a theoretical framework,which takes carbon emissions abatement cost into account,to help enterprises make optimal production planning.Second,as the world's second largest emitter of GHG,we have a poor energy consumption structure.To reduce CO2 emissions fundamentally and save energy,we need to build a platform and encourage enterprises to trade in the domestic carbon market.Therefore,based on the characteristics and challenges for China to develop carbon credit trading,we explore application issues of the model in China.
