＂Stationing troops for opening up wasteland and garrisoning the frontiers＂ is the historical mission and fundamental task for Xinjiang Production and Construction Corps（XPCC）.With the development of XPCC and the changes both at home and abroad,the traditional ＂stationing troops for opening up wasteland and garrisoning the frontiers＂ has been difficult to adapt itself to long-term stability and development of border areas.The author contends that the transition of traditional mission to ＂educating and garrisoning the frontiers＂ is the result of economic and social development,and the latter is the way to stabilize Xinjiang and to prosper Xinjiang.The paper analyzes the historical background,functions,and significance of the transition from ＂stationing troops for opening up wasteland and garrisoning the frontiers＂ to ＂educating and garrisoning the frontiers＂.
