论新桂系公共造产的理念及实践

On the Concept of Public Production and its Practice by Guangxi Clique

新桂系为了巩固其在广西的统治,提出了"建设广西,复兴中国"的口号,根据孙中山的民生主义制定自给政策,并以发展国家资本为宗旨,在农村地区实行公共造产政策。新桂系制定乡村公共造产的办法,在全省发起公共造产运动,取得了一定的成效。但是,如果从制度经济学分析,这种强制性制度变迁忽视了农民的意愿,致使其不能达到新桂系的预期目的。

In order to consolidate its rule over Guangxi,Guangxi Clique put forward the slogan ＂constructing Guangxi,rejuvenating China＂,and,according to the self-sufficient policy formulated in conformity with the Principle of People＇s Livelihood by Sun Yat-Sen,taking developing national capital as the objective,the Clique implemented in the rural area the polity of public production.They worked out the specific measures,conducted in the entire province the movement of producing products by the public,and obtained certain results.Analyzed from the perspective of institutional economics,however,this compulsory institutional change has neglected farmers＇ wish,making it unable to achieve the anticipated goal of Guangxi Clique.
