摘要
澜沧江是我国云南省一条重要的通航河流,也是我国连接东盟的一条重要渠道,具有显著的经济价值和政治地位。2001年,中、老、缅、泰4国正式通航以来,航行于澜沧江(湄公河)上的船舶越来越多,航运越来越繁忙。澜沧江流域上游航道狭窄多弯,两岸多丘陵,自然条件恶劣,移动公网和GPS系统都不能对其进行无缝覆盖,使得航行于澜沧江(湄公河)上的船舶常年处于"看不见、叫不通"的状态,无法对其进行有效的监管。通过对澜沧江国际边境河流船舶监管系统的研究,构建了一套全方位、数字化跨区域监管系统,集成了语音、视频、网络等多种信息化技术,完全达到了"看得见、叫得通"的建设目的。
Lancang River is a key navigable river in Yunnan Province,which is also a key waterway connected with ASEAN.Therefore,Lancang River is of very important economic value and political value.In 2001,with a contract signed among China,Laos,Myanmar and Thailand,Lancang River became much busier.The environment of Lancang valley is tough,with hills besides the river,and the channel is narrow and curved at upriver.As a result,the valley cannot be covered with ways of traditional communication.In this paper,a solution has been brought up for communication in Lancang River,which can be compatible with audio,video and network technology.The solution is also valuable for lots of inland rivers in China.
