Tentative Analysis of Local Records' "Narration without Creation" Principle

第二轮修志的创新需求和途径均有很大的发展空间,其中一个重要的方面,就是对已有修志规范原则中不合理、不科学和与当今时代发展要求不相符合等因素的改进和完善,破除不合理的传统观念桎梏,寻求与时俱进的合理性创新发展。比如对述而不作这个通行志界的编纂原则,需要有更为深入的理解,完全意义上的述而不作不可能做到。志书中的"作",可以理解为研究、编排和论证、论述、评论等。

There is large room for development in both the creative needs and means during the second-round compilation of local records,one of the important aspects of which is to improve and perfect the irrational,unscientific elements not in keeping with the development of the time among local records compilation rules and principles already in existence. We should get rid of the shackles of irrational traditional conceptions,and seek rational creative development in keeping with the advance of the time. For example,we need to have deeper understanding of the compilation principle of 'narration without creation' that has been popular in local records circles. 'Narration without creation' in the complete sense is impossible to be achieved. The 'creation' in local records can be interpreted as researching,arranging,proving,analyzing,and commenting.
