政府如何监管媒体低俗传播是当前传媒治理中一个难点。香港经过多年的运行,在管理结构、监管机构的设立以及监管执行等方面业已形成了具有本土特色的政府监管体系,这对在传媒低俗化治理中面临困境的内地不无启示作用。例如,把监管重点放在完整、严密的机制设计与安排,取代人治式整治;制订普适性的节目标准;建立群众参予监督的机制,等等。
