A Brief Discussion on Construction of Two-oriented Society in Industrial Transfer Undertaking Spots of Pearl River Delta Region

珠三角地区产业转移是产业升级和克服资源瓶颈的需要。产业转移承接地之粤东、粤西、粤北,在借机激活经济活力、增加就业机会、促进地区经济发展、推进工业化和城市化进程的同时,需谨防高污染企业加剧环境承载压力,高能耗企业消耗资源储量。应对新建高能耗、高污染企业实行严格的产业准入标准,加强对能源、水、土地、原材料消耗的管理,强化承接产业转移与发展特色优势产业的结合,倡导绿色消费方式,建设资源节约型和环境友好型社会。

The industrial transfer in the Pearl River Delta Region caters to the need of upgrading industrial and overcoming the resource bottleneck.Industrial transfer undertaking spots in the east,west and north of Guangdong,have taken advantage of it to activate the economic vitality,to increase employment opportunities and promote regional economic development,as well as give impetus to industrialization and urbanization.At the same time,however,it is necessary to be aware of the increasing pressure to the environment capacity made by pollution-intensive companies,and the consumption of resources by energy-intensive enterprises.It is suggested to institute strict industrial entrance criteria to new-built energy-intensive and pollution-intensive enterprises,and tight up the management of energy,water,land resources and raw material consumption.It is also essential to strengthen the combination of undertaking the industrial transfer and developing the characteristic and competitive industries,and advocate green consumption patterns,thus building a resource-conservation and environmental-friendly society.
