海口市电动车管理的思考与建议

Thinking and Suggestions on the Legislative Management of Electric Bicycles & Tricycles in Haikou

电动车自面世以来,一直受到广大群众的青睐。但由于存在种类繁多、立法空白、管理措施欠缺等原因,电动车的定性及其合法性问题,已成为社会关注的焦点。文章阐述了我国关于电动车(不包括电动汽车)的管理情况、各地电动车管理模式、海口市电动车管理现状及存在问题等,以期提出规范海口市电动车管理的建议,为加快国际旅游岛建设在改善交通秩序方面迈出重要一步。

Electric bicycles and tricycles have been popular since they came into our life. However, for reasons of their varieties, lack of legislation and management measures, their qualitative and legitimacy have become a social focus. This paper elaborates the legislative management and different management modes of electric bicycles and tricycles and the corresponding status in Haikou, making suggestions on appropriate legislative management measures in Haikou.
