韶关市新丰县新型农村合作医疗的实施现状及满意度调查

Situation of Implementation of New Rural Cooperatives Medical Service in Xinfeng County and the Satisfaction

目的了解当地新型农村合作医疗(新农合)制度实施的基本情况以及农民对新农合的认知程度与满意程度,分析评价影响新农合满意度的主要因素以及新农合在粤北贫困地区实施多年来的实际成效,为进一步改进和优化农村合作医疗提供实证依据。方法选取粤北贫困县———韶关市新丰县的农民为调查对象,自行设计调查问卷,采取问卷调查和深入访谈进行实地调查。结果当地农民的参合率达94.4%,85.0%的人对新农合的评价为"非常满意"或"一般满意"。报销制度成为影响农民满意度的主要因素。结论农民对新农合制度的认知程度较低,异地就医缺乏保障。建议加强对新农合的宣传,实施用药明示制度、定点医院联网制度,充分发挥新农合互助共济、防止因病返贫的作用。

Objective To learn about the basic condition of implementation of the New Rural Cooperative Medical System（NRCM） and farmers′ cognition and awareness about it,analyze the major factors impacting the satisfaction on it,and the actual effectiveness of its operation in the poverty-stricken region of North-Guangdong,so as to provide the basic evidence for improving and optimizing the NRCM.Methods The farmers from a poverty-stricken county in North-Guangdong,Xinfeng County of Shaoguan City,were surveyed by using self-designed questionnaire and making in-depth interviews.Results The rate of participating in the NRCM was 94.4%.Some 85.0% of the people considered the NRCM to be very satisfactory or satisfactory.The major factor impacting the farmers′ satisfaction was the expenses reimbursement.Conclusion Farmers learn little about the NRCM and seeking medical care in the exotic region is difficult.So it is necessary to enhance the publicity of NRCM,open the explicit system of medication,construct networking system for designated hospitals,and make good use of NRCM so as to prevent the return to poverty due to illness.
