摘要
在我国的政治生活中,网络民意表达已具备了"合法性",但由于网络自身的"双刃剑"效应,网络民意表达也因之表现出复杂的"两重性",实有必要对之进行细致的利弊权衡。为克服网络民意表达之弊,亟待确立以下四项机制,即:"疏导而非压制"的鼓励机制、"自省而非抵触"的回应机制、"规范而非武断"的法治机制、"理性而非率性"的自律机制。
In China＇s political life,netizen opinion expression has been of ＂legitimacy＂;however,because of ＂double-edged-sword＂ effect of network,netizen opinion expression shows complex ＂duality＂.Therefore,it＇s necessary to carefully weigh its advantages and disadvantages.It＇s urgent to establish the following four mechanisms to remove the disadvantages of netizen opinion expression,namely,encouragement mechanism of enlightening rather than suppressing,response mechanism of examining oneself rather than contravening,law mechanism of standardizing rather than deciding arbitrarily,and self-discipline mechanism of acting according to rationality rather than one＇s natural disposition.
