村民自治中的草根式权力平衡与民主能力培育——广东“蕉岭模式”对我国乡村治理的启示

Grassroots Way of Balancing Power and Cultivating Democratic Ability in the Autonomous Administration of Villagers——Enlightenment from "Jiaoling Pattern" Concerning the Management of Chinese Rural Communities

在我国乡村治理中,广东"蕉岭模式"给我国村民自治提供了这样的启示:现阶段的村民自治,对显性的村庄治理制度建设和隐形的村民能力建设等方面的推动,在一定程度上都需要外力(尤其是国家)的介入,然而这种介入是有一定条件的,也是需要克制的。最好的乡村治理模式,应当在满足村庄发展的实际需要、解决乡村治理中出现的问题的同时,不给村庄增加额外的治理成本,也不妨碍基层民主的发育。

Regarding the management of Chinese rural communities,＂Jiaoling Pattern＂ initiated in Guangdong Province reveals that at present,in the autonomous administration of villagers,both the overt managerial system of rural communities and the covert cultivation of villagers＇ ability need to a certain degree the interference of external forces,esp.the state.However,this interference should be made on conditions and checked.The best management patter should on one hand,satisfy the rural communities＇ need for development by solving the problems related and on the other hand,does not increase the management costs and stun the grassroots democracy.
