新疆能矿资源型产业发展及其区域效应研究 被引量:15

Study on Development and Regional Effects of the Energy and Mineral Resources Sectors in Xinjiang

摘要 依托丰富的能源矿产资源,能矿资源型产业的发展已成为新疆区域开发的核心动力之一。对1995-2008年新疆能矿产业发展及其对区域经济与环境的影响效应的研究发现:①石油天然气的开采、加工业在全国工业发展中的地位日益突出;黑色金属的采选、加工业在全国区际地位也有所提升,而煤炭采选业等优势资源产业尚未得到很好发挥。②能矿资源产业对区域经济的拉动效应显著,尤其是2000年以来,能矿资源产业对新疆经济发展的贡献率均处于40%以上,上升趋势明显加快,对国民经济其他部门的后向关联效应较强。③新疆能矿产业的能源消耗与碳排放具有显著的相关性,并且与工业废气排放量、工业二氧化硫排放量以及工业废弃物产生量呈线性增长趋势。加强对新疆能矿资源企业废水排放量与工业二氧化硫排放量的调控,是改善能矿资源产业发展环境效应的有效途径。 Energy and mineral resources sectors have become as the industries of driving forces for regional development in Xinjiang,an energy-rich region.In this paper,the development and regional effects of energy and mineral resources sectors in economic and ecological development in Xinjiang are lucubrated.The conclusions can be summarized as follows:(1) Position of the sectors of extraction and processing of petroleum and natural gas as well as of coking and nuclear fuel processing has been increasingly raised in industrial development in China,that of the sectors of mining,dressing and processing of ferrous metals has been increased to some extent,but the sectors of preponderant resources,such as mining and dressing of coal,are not made into full play yet;(2) The driving effects of energy and mineral resources sectors to the regional economic development are significantly,especially since 2000,the contribution rate of the energy and mineral resources sectors to the economic development in Xinjiang is higher than 40% all along,and there is a strong backward linkage effect of the energy and mineral resources sectors to other sectors;(3) Degeneration of ecological environment is related to the total energy consumption of the energy and mineral resources sectors to some extent,the total energy consumption of the energy and mineral resources sector is about 1.00×104 t of standard coal,whose carbon emission will be increased by 9.59×103 t,exhaust of industry waste gas by 1.80×108 m3,discharges of industrial sewage and industrial wastes by 1.67×104 t and 5.32×103 t,and emission of industrial sulfur dioxide by 120 t,respectively.
