摘要
为了对资源型城市创新能力进行科学客观的评价,根据复杂系统理论中耗散结构的四个形成条件,将资源型城市创新体系作为复杂系统设计了新的评价指标体系。考虑评价指标间具有相互影响、相互作用的关系,采用网络层次分析法(ANP)构建了模型,计算了评价指标权重。应用该指标体系对辽宁省葫芦岛市杨家杖子经济技术开发区2006—2008年的创新能力进行了评价,结果表明:开发区创新能力得分逐年上升,创新能力正在不断提高;评价结果与该开发区科技兴区政策取得的效果相符。
"In order to evaluate resource-based cities' innovation capacity scientifically and objectively,a new evaluation index system is designed according to the four conditions of dissipative structure in complex system theory.To address the influence between the indexes,the analytic network process(ANP) method is applied to determine the weights of evaluation indexes.Application of this index system to the innovative capacity of Yangjiazhangzi economic and technological development zone between 2006—2008 shows that the innovation scores increased year by year.It means that the innovation capacity of the development zone is continuously improved,which has been consistent with the zone's policy effect.
