摘要
"单中心"的政府补偿这一现行生态补偿机制存在缺少横向转移支付、缺乏稳定性和补偿标准偏低等问题。生态补偿机制的实现形式包括政府机制、市场机制和自主机制。多中心主体和相应机制可以对"单中心"的政府补偿机制的缺陷进行修复,成为中国构建新型生态补偿机制的一种理性选择。
The present ecologic compensation mechanism,which is the ＂single-center＂ governmental compensation,has many problems,such as lack of lateral transfer payment,lack of stability and low compensation standards,etc.The realization forms for ecological compensation mechanism includes government mechanism,market mechanism and independent mechanism.Multicenter subject and corresponding mechanism can repair defect of ＂single-center＂ government compensation mechanism,become a kind of rational choice to construct the new ecological compensation mechanism.
