关于中国碳交易市场发展路径的思考

中国发展碳交易市场不仅仅是为了减轻国际气候问题谈判的压力,更是为了争夺未来碳金融发展及国际经济竞争的制高点。西方发达国家基本上建立了自己的碳交易市场,中国必须采取措施加快碳交易市场建设的步伐。目前,中国虽然已经开始构建区域性碳交易市场,但是总体上说发展还比较滞后,还存在专业人才短缺、碳金融发展落后、没有碳储备等问题。为此,中国应该鼓励各地区加快构建区域性碳交易市场,并在发展与完善的基础上,国家应采取措施构建全国性的碳交易市场。

The development of carbon trading market in China is not only in response to the pressure of the international climate negotiations,but also to fight for the future development of carbon finance and the commanding heights of international economic competition.Western developed countries have basically set up their own carbon trading market,so China must take measures to accelerate the pace of the carbon trading market construction.At present,although the region carbon trading market has begun to be built,but on the whole,the development still lags behind,and there still exist professional talent shortage,carbon financial development backward,without carbon reserves,etc problems.China should encourage every area in establishing regional carbon trading market,and based on the development and improvement of the regional market,the government should adopt timely measures to develop a national carbon trading market.
