宝安区西乡人民医院院办院管下社区健康服务运行机制改革新模式的思考与探索

Reflection and Explre of Reformation of Hospital-conducted and hospital-managed Model of Community Health Service in People′s Hospital of Xixiang

目的分析深圳市宝安区西乡社区健康服务运行机制改革的举措与成效,为社区健康服务体系建设的可持续发展提供有益的意见和建议。方法采用现场实验性研究方法进行改革试点,综合评价由第三方完成。结果宝安区西乡人民医院社区健康服务运行机制改革取得显著成效,管理体制实现明显突破,管理效率显著提升,公共卫生服务工作得到较好落实,财务收支实现平衡,居民和员工满意度大幅度提升。结论通过深入开展社区健康服务运行机制改革和强化管理,目前能够保障社区健康服务中心(社康中心)较好地运行。但通过对运营情况及业务开展情况的分析,政府仍需加大对社区健康服务事业的投入,不断创造条件深入推进社区健康服务运行机制的改革工作,逐步建立相对独立的社区健康服务运行体系,实现社区健康服务的可持续发展。

Objective To explore the measures and effects of reformation of operating mechanism of community health services in baoan district,to provide suggestions for sustainable development of community health services. Methods Experimental study was used to prove the effects of the reformation of operating mechanism of community health services,and comprehensive evaluation was completed by a third party. Results A significant effect has been made in reformation of operating mechanism of community health service in baoan district,management system achieved significant breakthrough,the efficiency of management has been improved significantly,public health services were implemented very well,financial achieved break even,and satisfaction of residents and public health worker have been enhanced. Conclusion The reformation of operating mechanism of community health service can ensure community health service center run better.The government should investment in community health service,create conditions for further reformation of operating mechanism of community health service,establish independent community health service system,and achieve the sustainable development of community health services.
