自然资源丰富的国家其经济业绩远不如资源贫乏的国家,这种现象形成所谓的"资源诅咒"效应。我国属于自然资源相对贫乏的国家,人均资源占有量远低于世界平均水平。就国家层面而言,我国还不存在资源诅咒的问题,但在我国自然资源丰富的地区存在类似资源诅咒的现象。随着我国经济社会的快速发展,对包括矿产资源在内的自然资源的需求量迅速增加,资源开采加速。在这样的情况下,我们必须尽早制定切实可行的政策,避免"资源诅咒"的发生,让资源成为国家的"福祉"。

The country economical achievement with which rich natural resource is less than that of resources deficient country,this kind of phenomenon is called ＂the resources curse＂.China belongs to the country with deficient natural resource,the per capita share of natural resources possessive amount is far lower than the world average level.In our country,there is not the problem of resources curse,but in natural resource rich areas still have the similar resources curse the phenomenon.With the economy and society fast developing,the quantity of the demand for the natural resource rapid increased,and the resources is mined apace.In such situation,we must formulate the practical feasible policy as soon as possible,avoids ＂the resources curses＂ occurring,enables the resources to become ＂the blessing＂ of our country.
