摘要
从2005年起,上海港口吞吐量已跃居世界第一位,并在航运一些重要领域处于国际领先地位。但航运中心不仅仅要依靠港口设施、吞吐量等硬实力的完善,更重要的是要依靠航运服务、信息、科研等软实力。显然,上海在建设国际航运中心的征程上在软实力方面需要不断完善。本文从临港产业集群角度分析航运服务业集聚区的现状和存在的问题,并对政府在临港产业集群发展中所起作用加以介绍。
Since 2005 Shanghai Port throughput ranks the first worldwide,and exerts great effects on some other important shipping areas.The development of maritime center relys on both the hardwares such as port infrastructures,throughput,and the soft power such as maritime services,information,RD.;the development must improve various dimensions.The paper focuses on the status and problems existing in the maritime service industries from the point of port industrial cluster.The role government plays in the port clusters is also discussed later.
