县域经济与县域金融和谐发展研究——基于县域金融投资配套服务立法的视角

Promotion in the Harmonious Development of County Economy and Finance —Legislation on Supporting the County Financial Investment

县域经济在国民经济中处于十分重要的地位,我国县域经济发展相对滞后,县域中小企业在经营机制和经济技术实力方面的缺陷日益突出、企业亏损面和亏损额较大、县域内资金供需矛盾十分尖锐和发展后劲严重不足,已经在一定程度上影响了整个国民经济的发展。文章认为,解决县域经济问题的关键在于促进县域经济与县域金融和谐发展,加大对县域经济资金的投入力度,完善县域金融投资立法,支持县域经济持续健康发展,进而在金融立法配套层面解决"三农"问题。

A county is the fundamental level of the administrative region,its economic activities play a very important role in country economy.However,because our county economy developed slowly,in some extent,it has already affected the entire country economy.SMEs in counties have long way to go in operating mechanism and technological capability improvement.Ratio of losing SMEs is huge and loss is large;Capital is relatively limited,and development may not be continued.The key to solve these problems is to promote the County economy and develop county finance in a harmonious way,to improve capitalization size on development.It is very important to improve financial legislation on county investment to support the sustained and healthy development of economy,to find a path to support farmers in financial legislation level.
