农村基本公共服务供给问题与对策研究

On the Basic Public Service Supply in Rural Area and the Countermeasure

长期以来,我国农村基本公共服务供给不足的问题较突出,并由此造成城乡居民基本权利和发展机会的不平等。随着我国经济社会的进一步发展,政府应逐步加大对"三农"的资金投入,加强农村基本公共服务供给的制度创新,构建职责清晰、权责对等、公共财政框架下的农村基本公共服务供给体系,建立农民需求导向的农村基本公共服务供给决策机制,完善农村基本公共服务供给的监督约束机制。

For a long time,supplying of basic public service is very scant in rural area,that brings about disparity in basic rights and developing opportunity between city and village resident.With the further development of China＇s economy and society,the government should increase capital investment in rural basic public service,make innovations in system and construct a supply system of clear mandate,powers and responsibilities within the frame of public finance,furthermore？we should establish decision-making mechanism of farmer demand-oriented and improve supervision and restraint mechanisms.
