区域经济一体化下的横向府际关系——以府际合作治理为视角

Horizontal Intergovernmental Relations Under Regional Economic Integration —From Intergovernmental Cooperation Governance Perspective

区域经济一体化是当今经济发展的一个潮流,地方政府在区域经济一体化中起到了重要的作用,但是横向府际关系中存在很多的矛盾和冲突,如果处理不好会影响经济的持续发展。从区域行政到区域治理的转化,是经济一体化背景下地方政府的去向。文章从合作治理的角度探讨区域经济一体化过程中的横向府际关系,以消除区域一体化中存在的贸易壁垒和政策失灵,促进区域经济可持续发展。

Regional economic integration is a current trend of economic development;local government in regional economic integration has played an important role.However,such horizontal intergovernmental relations,there are many contradictions and conflicts,if not handled properly will affect the economy continues to development.The transfer from the regional administration to the transformation of regional governance is the trend of local government.This paper analyzes the horizontal intergovernmental relations from the perspective of cooperative governance in the process of regional economic integration in order to eliminate trade barriers and policy failures that exist in regional integration,so as to promote regional economic sustainable development.
