摘要
本文通过运用结构-行为-绩效(SCP)范式,分析了江苏彩票的市场结构、销售机构和彩票消费者的行为以及彩票发行的绩效,在此基础上,从财政部门加强市场监管和彩票销售机构加强行业自律两方面提出了促进彩票业健康发展的对策建议。
Based on the Structure-Conduct-Performance Paradigm,this article focuses on the lottery market of Jiangsu Province.The analysis includes three aspects： the structural feature of lottery market,the conduct of lottery ticket issuing agencies and consumers,and the performance of lottery sales.Some recommendations are provided to promote the further development of Jiangsu＇s lottery.The Financial Department should strengthen market supervision,and issuing angicy should be conscious of public welfare and its responsibilities.
