责任政府视阈下的土地征用群体性事件治理研究

Study of the Management of the Incidents Involving Mass Participation Caused by Land Requisition from the Perspective of Responsible Government

责任政府是现代政府不断追求的价值目标。现阶段,我国正处于工业化、城镇化的上升阶段,城市的扩展、道路的修建等导致对土地的需求量不断增加,农村土地征用房屋的拆迁成为经济发展的必然要求。在此过程中由此引发的群体性事件不断发生,并成为社会的热点和难点问题,作为责任政府,如何有效治理土地征用群体性事件是当代政府必须面对的重大问题。

Responsible government is a value goal modern governments try to achieve all the time.At present stage,China is still in the process of industrialization and urbanization,and the expansion of cities and the building of roads lead to an ever-increasing amount of requirement for land,and all these make necessary the land requisition and demolition.In this process,incidents involving mass participation continue to burst out,becoming hot and thorny social problems.The management of these mass incidents caused by land requisition has become a major task for modern governments to fulfill their responsibilities.
