In the new era,the social transition and system change have induced many social problems,and under the socialist market economist condition,the increasingly rising national masses' events appear new characteristics and have become one of the important events influencing new socialist national relations of equality,unity,mutual assistance and harmony.It is necessary for us to analyze it from the essential,characteristics and causes,so as to increase the ability of solving the problem.
