摘要
农村教师单向流动的恶果已经预示教师流动政策的制定势在必行,公共选择理论可以作为制定这一政策的理论基础,制定这一政策所面临的困难只能在问题的根源上增加道德意义上的权重,要增强决策主体的责任意识,从善、公平和平等各取向出发,制定向处于弱势的农村教育倾斜的教师流动政策,重点扶弱,从而提高国民整体素质和教育水平。
One-way flow of rural teachers indicates that teachers have the adverse effects of mobile policy development is imperative,Public choice theory can be used as the theoretical basis of this policy,the development of this policy the difficulties faced by the root of the problem can only increase the weight of moral sense,the main decision to increase the sense of responsibility,from good,fair and equal the approach and formulate education to disadvantaged rural teacher mobility policy tilted to strong helping the weak,to improve the overall quality and level of education people.
