我国铁路客运公共危机应急反应管理体系思考

Reflection on Emergency-handling Administrative System Innovation to Public Crisis of Chinese Railway Transportation

新中国铁路客运业历经六十余年的发展,形成了一套特定的客运公共危机应急反应体系,在深入分析这一应急反应管理体系特定理论预设和行动逻辑的基础上,认为随着经济社会的不断发展进步,要加强理论研究,进一步廓清铁路客运公共危机应急管理体系的理论基础,以求确立新的危机观。同时,这也是建构我国现代铁路客运公共危机应急管理体系的逻辑前提。

After six decades＇ railway transportation development,new China has formed a unique emergency handling system to pubic crisis in terms of passengers transportation.On the basis of profoundly analyzing definite theoretical presumption and behavioral logic of this emergency handling system,we believes that with the continuous development of the economic society,we should enforce theoretical research,and further clarifies theoretical foundation of emergency-handling administrative system innovation to public crisis,in order to establish new crisis notion.Meanwhile,it becomes logical premises of constructing emergency-handling administrative system innovation to public crisis of Chinese railway passengers transportation.
