To obtain paths for balancing urban and rural development,we must transform the current resource allocation pattern in rural areas and transform the traditional mode of cultivating and innate pattern of disperse residence,and promote innovation in practice;we must keep to the socialist orientation,comply with the laws of the market,manifest the Chinese characteristics,and improve performance of balancing with the advantage in efficiency;we must aim at the overall development of both urban and rural areas,assemble farmland,land for construction,human resources,market demand,and service resources in rural areas,and promote the unification of urban and rural areas through resource assembly;we must implement the principle to accommodate effectiveness,efficiency and utility,concentrate effective investment,reduce process waste,and seek for goal of balancing with a pragmatic attitude.The ＂Project to Develop Thousands Acre Fertile Farmland＂ is a practical carrier for agriculture first and a basic platform to balance urban and rural development.
