执政能力是执政党无法回避的一个重要问题,执政党所执掌政权的政治合法性和民众支持度、执政党执政之法律体系的稳定性和有效性以及执政党执政绩效之最大化与执政成本之合理化构成了对其执政能力进行伦理评估的重要指标;而执政党意识形态的社会认同程度、利益整合功能的实现程度以及执政绩效的科学化水平则是影响其执政能力提升的重要伦理因素。因之,提升与增强党的执政能力,必须顺应经济社会发展趋势和民众的新期待,积极推进科学发展,促进社会公平正义,切实维护社会秩序,着力构建和谐社会。

Ruling ability is an important issue,which the ruling party cannot disregard.The ethical appraisal criteria of ruling party＇ ability consists of the legalism and support level of the ruling party＇s political power,the stability and validity of the ruling party＇s legal system,the maximized performance and reasonable cost of the ruling party＇s administration.The ethical factors affecting the ability of ruling party include the social identity level of the ruling party＇s ideology,the degree of interests integration,and the scientific level of performance in governance.It is necessary for the ruling party to strengthen the ruling ability by active promotion of the development of science and technology,enhancement of social fairness and justice,maintenance of social order and formation of the harmonious society according to the trend of development of economic society and the new anticipation of populace.
