洞庭湖区城镇体系建设研究

ON THE URBAN CONSTRUCTION IN THE DONGTING LAKE REGION

洞庭湖区是国内重要的商品粮猪基地。本文从城市地理学和区域地理学的角度探讨洞庭湖区城镇体系的建设问题，就湖区城镇的规模体系、职能体系和空间体系３个方面展开了专门分析。在城镇等级体系建设方面，应着重加强其中心化趋势和有序性，强调中心城市对于中小城镇的带动作用，科学地确定在不同阶段较大城市的发展规模，形成大中小相结合、结构合理的城镇等级系统。在城市职能体系建设方面，应扬长避短，突出特色，强调产业结构的趋异和互补，共同构成门类基本齐全的区域经济体系。在城市空间体系建设方面，应强调倾斜发展和重点开发，现阶段集中力量建好京广铁路和石长铁路沿线地区，加强中心城市的极化作用和辐射功能。岳阳、益阳、常德３市分别作为东洞庭湖、南洞庭湖和西洞庭湖地区的中心城市。

The Donting Lake Region is an important base of commodity grain and pork in China.In the paper the author discusses construction problems of urban system in the Dongting Lake Region from the angle of urban geography and regional geography,and analyses the urban scale system,functional system and spatial system of the region's cities and towns.In respect to scale system,it is necessary to strengthen the tendency of centralization and sequentiality,and to emphasize the driving effect of the central cities to bring along the small cities and towns into action.The scale of development for large cities at various,stages should be determined scientifically,then starting a coordinated construction of middle and small cities to form a reasonable hierarchy system.In respect to functional system,the principle of “make best use of the advantages and bypass the weak points” should be followed,laying stress on the distinguishing features and aiming at the diversification and mutual supplementation in the structure of enterprises,so as to form a regional economic system with basically integrated industrial categories.In respect to spatial system,it is important to adopt a style of non balanced development and the growth of key enterprises,and at the present stage,to construct the regions along Beijing Guangzhou railway and Shimeng Changsha railway in the lake region,and to strengthen the driving functions of central cities.Yueyang city,Yiyang city and Changde city are regarded as central cities of the eastern,southern,and western Dongting Lake Region,respectively.
