我国语言规划中外国语言因素的缺失及应对策略

Deficiency of Foreign Language Factor in China's Language Planning and the Corresponding Countermeasures

我国十分重视汉语语言的规划和研究,并且取得了巨大成就。但是作为语言规划的一个重要方面,外国语言规划长期处于一种被忽视的状态。这种忽视体现在政府管理机构的不重视、汉语语言研究人员的轻视和外语语言研究人员的忽视。对外国语言规划的忽视必然导致我国语言生活中的系列问题。随着社会发展和时代变迁,外国语言规划是一个亟待解决的社会课题。应从国家发展的战略高度,从语言规划的地位和本体两个方面对外国语言实施科学有效地规划,从而为建立和谐语言生活提供保障。

Chinese government has always been paying much attention to Chinese language planning and made great progress in this field.However,as a vital aspect in language planning,foreign language planning has been in a state of being neglected,which results from the facts that the related managing departments have attached less importance to it;the Chinese language researchers have been in contempt for it;and the foreign language researchers have ignored it.These overlooking attitudes towards foreign language planning definitely give rise to some problems in language learning and using in China.As society moves forward and time goes on,it is imperative to implement foreign language planning from the perspectives of status planning and corpus planning in a scientific way so as to ensure the establishment of a harmonious social life.
