摘要
就业是保障和改善民生、实现包容性增长的重要内容。2002年以来,内蒙古连续8年经济增长速度全国第一,但就业并没有相应的增加。文章在分析内蒙古经济增长和就业增长关系的基础上,从产业结构、投资结构、劳动力市场和受教育程度等方面分析了内蒙古就业增加缓慢的原因,提出了解决就业问题的策略措施:实现以就业为核心的制度变迁;加大人力资本投资力度,促进劳动力有效流动;立足比较优势,促进三次产业协调发展;形成合理的投融资体制等。
Employment is an important content of ensuring well-being and improving people′s living standard and realizing inclusive increase.Since 2002,Inner-Mongolia has taken the fastest economic increase for 8 years all over the country while the employment has not been increased.Based on the analysis to the relation between economic increase and the employment in Inner-Mongolia,this article analyses the cause of slow increase of employment rate in Inner-Mongolia from the aspects of industrial structure,investment structure,labour force market as well as the level of education.Hence the article puts forward the measure to solve the employment issues: realizing system change taking employment as the key issue;increasing human capital investment;pushing labour force effectively moved;standing on the comparative advantages;improving harmonious development of the third industry and forming reasonable financing system and so on.
