包容性增长视阈下民族地区就业研究——以内蒙古为例

Research of Employment in Ethnic Minority Regions in the Inclusive Increase View——taking Inner-Mongolia as an example

就业是保障和改善民生、实现包容性增长的重要内容。2002年以来,内蒙古连续8年经济增长速度全国第一,但就业并没有相应的增加。文章在分析内蒙古经济增长和就业增长关系的基础上,从产业结构、投资结构、劳动力市场和受教育程度等方面分析了内蒙古就业增加缓慢的原因,提出了解决就业问题的策略措施:实现以就业为核心的制度变迁;加大人力资本投资力度,促进劳动力有效流动;立足比较优势,促进三次产业协调发展;形成合理的投融资体制等。

Employment is an important content of ensuring well-being and improving people′s living standard and realizing inclusive increase.Since 2002,Inner-Mongolia has taken the fastest economic increase for 8 years all over the country while the employment has not been increased.Based on the analysis to the relation between economic increase and the employment in Inner-Mongolia,this article analyses the cause of slow increase of employment rate in Inner-Mongolia from the aspects of industrial structure,investment structure,labour force market as well as the level of education.Hence the article puts forward the measure to solve the employment issues： realizing system change taking employment as the key issue;increasing human capital investment;pushing labour force effectively moved;standing on the comparative advantages;improving harmonious development of the third industry and forming reasonable financing system and so on.
