On LIANG Qi-chao's Ideas of Banknote Issuance

本文以梁启超纸币发行思想为线索,介绍了梁启超纸币发行思想发展演变的过程。梁启超以解决财政困难为目的,希望在中国建立国民银行制度,通过纸币发行为政府公债打开销路,并藉此解决长期困扰中国社会的纸币滥发问题,但现实使他最终认识到中央银行制度才是中国的正确选择。

This paper attempts at an introduction to the evolution of Liang Qichao＇s ideas of banknote issuance.In order to solve the financial difficulties,Liang Qichao wanted to establish a national banking system in China and open the market for the government bonds by issuing banknotes,thus solving the long-existing problem of excessive issue of banknotes in the society.But the social reality made him realize that the central banking system is the only correct choice for China.
