Comparative Analysis of Abilities for Undertaking Service Outsourcing Between Ningbo And Suzhou-Hangzhou

宁波市服务外包从2008年开始起步,市政府先后出台了一系列扶植服务外包发展的政策,有效地促进了宁波服务外包产业的后发崛起。宁波在服务外包业务量、认证企业数量、人力资本成本和供给等方面相比杭州、苏州等示范城市尚存在一定差距。应继续加大政府支持力度、实施大中小企业并重发展、建立多元立体的服务外包人才培训体系等提升宁波服务外包的承接能力。

Service Outsourcing in Ningbo has begun form 2008,for that the Ningbo Municipal government has released a series of positive policies for developping the service outsourcing,and has Promoted the development of Ningbo＇s service outsourcing industry effectively.Ningbo has been found some discrepanciesin in outsourcing business volume,authentication enterprise＇s quantities,human cost and supplies and so on comparaed with the demonstration cities such as Hangzhou and Suzhou.Facing the characteristics and problems of development of outsourcing industry in Ningbo,this paper proposed some policy suggestions,such as continueing to enlarge the government＇s support dynamics,paying the equal attention to develop the big and medium-sized or small-sized enterprises,and stablishing the multi-dimensional and three-dimensional training system for service outsourcing and so on,which can promote the undertaking abilities of service outsourcing in Ningbo.
