改革开放以来民族区域自治的理论与实践——以黔东南苗族侗族自治州为例

Theory and Practice in Regional Ethnic Autonomy since Reform and Opening-up:A case Study of Qiandongnan Miao and Dong Autonomous Prefecture

民族区域自治制度是中国共产党解决国内民族问题的一项基本政策和重要的政治制度,改革开放以来,民族区域自治制度在实践过程中不断发展完善,中央政府陆续颁布、修正了一系列民族区域自治的政策法令,黔东南民族自治地方也配套出台了一些政策性地方法规,民族区域自治在制度上不断成熟,民族地区的经济社会发展取得了巨大的成就。

Regional ethnic autonomy system is a basic policy and an important political system that the Communist Party of China（CPC） solves the ethnic issues.Regional ethnic autonomy system was continuously developed and improved in practice;the Chinese central government has promulgated and amended a series of policies and laws on ethnic regional autonomy since reform and opening-up.As one of the Ethnic autonomous areas,Qiandongnan has formulated and promulgated some related local laws and regulations,which have improved the system of regional ethnic autonomy and promoted economic and social development.
