中国地方政府“政务超市”运行的利弊分析

Analysis of the Pros and Cons of the Operation of "Government Affairs Supermarket" in Chinese Local Government

政务超市是借鉴西方20世纪70年代以后的新型理论和政府改革运动,我国正在尝试进行的一种新型的地方政府公共管理模式。这一模式在我国运行既有益处又有弊端。本文主要针对政务超市运行的理论依据、政务超市运行的利弊进行分析,以期对我国各级地方政府行政管理改革提供借鉴。

The government affairs supermarket is a new-style of public management mode attempted by Chinese government,which took the example of western new-style theory and government reform movement after 1970s.This pattern of government affairs management has both advantages and disadvantages in China.This paper is expected to provide reference for the administrative reform of Chinese local government of all levels,aiming at exploring the theoretical basis and analyzing both the advantages and disadvantages of the government affairs supermarket operation.
